Major Bulk Fuel Transporters and Distributors (Multiple Clients and Locations Throughout Texas, Oklahoma, and Louisiana)

Due to the impending sale of these businesses, TGE was contracted to conduct numerous comprehensive assessments of “high-risk” operational facilities and to complete summary compliance assessments of these sites including Phase I/II Environmental Site Assessments, Comprehensive Compliance Reviews of active facility operations, and reviews of files from associated state and local agencies. TGE also conducted cost estimations to close certain environmental concerns (underground storage tanks and associated spills). TGE has assisted in the preparation of ongoing compliance plans, monitoring and closure of certain sites.

Petroleum Storage, Transportation, and Distributor (Houston, Texas)

TGE has conducted numerous projects for this bulk storage, transportation, and distributor. Projects included system compliance evaluation, corrective action (cleanup/closure) agency representation and case closure. TGE installed groundwater monitoring wells, conducted efforts relative to maintaining compliance with the TNRCC/TCEQ, and represented this client during agency meetings.

Bulk (Crude Oil) Product Storage & Transport Company (Port Neches, Texas)

TGE was contracted by Client to assist in complying with state, federal, and local requirements including 2000 International Property Management Code and 2000 International Fire Code Compliance review. Prior notices of violation dealt with unsafe equipment, fire code violations, lack of maintenance of property structures, and environmental pollution. The client’s facility was non-operational at the time of assessment; it had formerly operated as a “crude topping unit” and fuel oil and light crude storage facility along the waters of the State. The facility was operated by a confidential refinery and then by an independent oil company before going into receivership. Once purchased by the client, complete dismantling of the entire facility was required. In consideration of the Client’s intended future use of the property, TGE provided options and associated plans/costs to meet regulatory requirements on all levels (including CWA, CAA, RCRA and US Coast Guard to name a few). Review included management of notices of violation and communications with state and local agencies. TGE provided this client with options for management of the plant and its dormant equipment and structures, provided guidance for best use of the property, and equipment and methods for disposition or retrofit of equipment, as necessary.

Osyka Producing Company (Cotton Lake, Texas)

TGE conducted a Limited Phase II ESA to delineate the limits of vertical and horizontal soil impact resulting from a reported surface release of oil/gas condensate during removal of tank battery equipment. A Soil Sampling Report was prepared to assure that "remediation" of impacted soil at the Site had attained appropriate TRRC goals, per Statewide Rule 91 (SWR 91).
